Our Project Examples

ZEAL amalgamates 75+ years of industry expertise to deliver on projects in innovative ways, combining the best-in-class international practices and strong work ethic from a specialist team. Below is a glimpse of our team's work.

WAITEMATĀ HARBOUR CONNECTIONS

New Zealand
On this key project, all of the ZEAL team are providing client-side support, working with the Partner organisations of Waka Kotahi, Auckland Council, Auckland Transport and Mana Whenua to ensure a robust business case, social licence, procurement strategy, consents, programme and implementation plan are secured. ZEAL are writing the Management Case, recommending appropriate arrangements for the successful delivery of the business case.
This project applies the full mix of our services: Alliance and ongoing procurement, setup and management, project controls, governance support, transport advisory, wayfinding and city shaping and is focused on gaining permission for Auckland’s much needed second harbour connection, detailing the case for it, it’s function, form and timing.

Regional Land Transport plan (RLTP)

New Zealand
ZEAL provided project management, strategic analysis, general advisory and governance capability towards Auckland Transport (AT) ’s 2024 RLTP process. This included Dan and Idris acting as the Project Managers during the engagement, with both helping develop and amend the strategic assessment of the regional programme and compile engagement collateral and feedback analysis. Often under very challenging timeframes, ZEAL also advised and supported the governance required for the statutory document and its approval, This included work ensure a consistent approach was taken that was compliant with the Land Transport Management Act. Dan, Idris and Andrew also provided similar services for the Tamaki Makaurau Joint Transport Plan (2023) and wider Investment Committee support to AT.

AUCKLAND LIGHT RAIL

ZEAL was the Management Case advisor for Auckland Light Rail; recommending appropriate arrangements for the successful delivery of the business case. This includes how the project would be governed and given appropriate oversight in future stages, how risks are managed and activities would be monitored.
We acted as the Management Case lead bringing our experience from other similar roles, such as Waitematā Harbour Connections and NZUP. Idris acted as Governance and Interface manager, Dan provided Programme Management, with Andrew and Mitch working on the relevant business case elements.

TE TUPU NGĀTAHI

New Zealand
ZEAL's team provided leadership services to the Supporting Growth Alliance for Waka Kotahi, Auckland Transport, Auckland Council, KiwiRail and Manawhenua. In the roles of Alliance Programme Director and Executive Officer, ZEAL's team helped to guide the largest, most complex professional services Alliance in Oceania. Improving governance and motivating staff to enable Auckland’s planned growth, ensure robust business cases & prepare for route protection with community and stakeholder engagement, programme-wide management and innovating to create legacy.
We also led the Alliance through significant change during the COVID-19 pandemic, ensuring focus to deliver New Zealand’s infrastructure pipeline and continue attaining outcomes. ZEAL take pride in good governance and in this case mixed it with all of our other key services: transport advisory, wayfinding and city shaping.

New Zealand Upgrade Programme

Leading one of the South Auckland packages for Waka Kotahi, the ZEAL team was approached to help apply new innovative methods and good governance to make progress. For example, building on work conducted at Te Tupu Ngātahi, in the form of initiating and facilitating fortnightly pan-partner hui; to share and listen with all key parties. Providing leadership and applying wayfinding and city shaping focus, Andrew assisted with good governance in the form of project management, controls and forward planning and Idris focused on bringing this together with core transport advisory offerings focused on the business case deliverable. We applied a sprint methodology and pan-agency approach to this work.

Public Sector Governance

Zeal has vast experience in applying good governance in public sector organisaitons. For example during his time as Chief of Staff and Director of Corporate Affairs at Transport for London, Simon helped to manage the relationship between TfL’s Commissioner, Managing Directors and the Mayor’s office; helping plan Mayoral agendas and rapid integrated responses across a complex organization and political environment. In addition he was responsible for the transformation team and assisting with corporate planning and management of a £9bn annual budget and 25,000 FTE organization. Simon helped lead governance matters for Surface Transport, managing all the reporting, Boards, Panels and communications.
Simon has applied this experience with Andrew and Idris on multiple jobs in New Zealand such as Te Tupu Ngātahi, Additional Waitematā Connections, various independent reviews and the New Zealand Upgrade Programme. We have a depth of experience in outcome based planning workshops around the world. Our clients appreciate our robust approach to governance and organisation.

Major event Planning & Delivery (E.g. 2012 London Olympics)

Building on his Tour de France experience, Simon led the London team who wrote the business case and secured £multi-million funds for Central Zone Games Operation, recruiting, mobilising and training a team, specialists, event management companies and public transport operators. This delivered a high profile, successful component of 22million safe, successful & record customer satisfaction journeys made to Games venues. As well as this, Simon also worked on the bid and legacy aspects. Key to this was planning for both the Games time travel and business-as-usual operations via travel demand planning & marketing campaigns. It involved pan-agency work at the most senior levels. Aspects of this have flowed through to ZEAL's model and advice – for example helping cities to understand how to plan legacy from events, be it to promote cycling and mode shift, create infrastructure connections to open up a city or help offer climate change mitigations. ZEAL's team are available to help advise and work on similar aspects to help your city benefit from bidding and hosting events; this relies on our key skills of good governance, transport advice, wayfinding and city shaping outcome planning.

Asset Development (Commercial DevelopmeNt)

Public sector authorities are increasingly having to be self-sufficient or innovative in raising their own revenue. We can share our experiences and help you without compromising your core outcomes. Simon led a Transport for London team improving customer experience on transport assets whilst often funding the improvement of these assets through the income generation opportunities they provide – without conflicting the transport operation. For example, housing developments at bus stations, river pier extensions funded with retail development or roadside information & Variable Message Signs funded through digital advertising. For some developments this involved working closely with property developers and local authorities helping to raise over £32m raised in a year and also allowing wider outcomes, like affordable housing (Homes for London) to be achieved; we can help you prioritise your assets and assess different income streams from sponsorship to retail, telecoms and property development. We are equally focused on long term asset development and whole-of-life asset profiles with a particular interest and experience in environmental performance.
